Declaration of Intended Use

i've been looking at some of these online sites that sell various plants and herbs.
some say they require this declaration for the item to be shipped.
what exactly is one supposed to say in this?
considering that these items are listed as not for human consumption what is a reasonable/acceptable answer to this?

That declaration is there to protect the seller in case Big Brother decides to look into what is going on.
Of course you're not supposed to use things that are against the law.That is why that declaration is there.To make sure no laws are broken.

i understand what it' for. i want to know what line of bullshit i'm supposed to give them..... you know, a plausible reason for buying it for a reason other than going to innner space.

as for the WM3. they are three metal head kids that got railroaded in to life sentences for murdering 3 younger boys. one of them faces the death penalty.
there has never been any witnesses or evidence tying them to the case. no DNA not probably cause or explainable method.
the sole base of the conviction 15 years ago was a coerced false testimony extracted from one of the defendants who is mentally challenged, at the time under age and not provided with an opportunity to contact his parents or lawyers.

This is an exact reason why I am in favor of establishing a Foreign Legion composed of volunteers like the WMT.Let Gott sort it out.
If they make it back,give then 5 acres down by the river and a tiller and a few bucks per month in Indian Territory.
